Invocation followed by Pledge of Allegiance to the American Flag1) Approval of the Agenda with any additions, deletions or changes (motion to approve)
2) Approval of the June 13th regular monthly City Council meeting minutes and the June 27th Special Called Council meeting minutes
3) Public Comments (comments limited to 3 minutes) Notice: Speakers will be allowed to speak following recognition by the Council President. Comments will be limited to 3 minutes each, so all who wish to speak will be provided an opportunity
4) Mayor Frank Davis – Matters of the City
A. Discussion with possible Council action, appointment to seat #6 of the City of Live Oak Community Redevelopment Agency Board, term of 7-1-23 thru 6-30-27
B. Discussion with possible Council action, nomination and election of a Voting Delegate to represent the City of Live Oak at the Florida League of Cities Annual Conference
5) City Council
A. Councilmember Campbell i) Discussion with possible Council action, tasking the City Manager with updating the current utilities billing and late fee notification process; more specifically the integration of technologies into the process
ii) Discussion concerning maximizing reuse water resources within and possibly outside of city limits
iii) Discussion concerning monthly updates and reporting from City Department heads
6) City Manager, Larry Sessions A. Discussion with possible Council action, approval of Building Inspector salary
B. Discussion with possible Council action, set a proposed maximum millage rate with date and time of the Tentative Budget Hearings for FY 2023-24
C. Discussion with possible Council action, final reading of Ordinance No. 1493; CPA 23-02 (Part 1 of a 2-part application). An ordinance amending the future land use classification to fifty or fewer acres of land (small scale) on the future land use plan map of the City of Live Oak Comprehensive Plan, pursuant to an application, CPA 23-02, by the property owner(s) and/or their authorized, designated representative(s), providing for a change in the assigned future land use classification From Commercial To Residential, High Density, on certain lands within the corporate limits of the City of Live Oak, Florida (Subject Property located along the north side of Ranchera Street NW.)
D. Discussion with possible Council action, final reading of Ordinance No. 1494; LDR 23-01 (Part 2 of a 2-part application). An ordinance amending the zoning district to 3.74 acres (MOL) of land on the official zoning atlas of the City of Live Oak Land Development Regulations, pursuant to an application, LDR 23-01, by the property owner(s) and/or their authorized, designated representative(s), providing for a change in the assigned zoning district From Commercial-Intensive (C-I) To Residential-Multiple Family – Two (RMF-2), on certain lands within the corporate limits of the City of Live Oak, Florida (Subject Property located along the north side of Ranchera Street NW.)
E. Discussion with possible Council action, final reading of Ordinance No. 1495; LDR 23-02. An ordinance amending the zoning district to 0.257 acres (MOL) of land on the official zoning atlas of the city of live oak land development regulations, pursuant to an application, LDR 23-02, by the property owner(s) and/or their authorized, designated representative(s); providing for a change in the assigned zoning district From Residential-Single-Family / Manufactured Home – Two (RSF/MH-2) To Residential-Office (R-O), on certain lands within the corporate limits of the City of Live Oak, Florida (Subject Property located at 405 Scriven Avenue NW).
F. Discussion with possible council action for the re-appointment of Jimmy Cherry to continue to serve in seat #1 of the Planning and Zoning Board, Local Planning Agency, Board of Adjustment, and Historic Preservation Agency. term to run August of 2023 through August of 2026.
