TENTATIVE AGENDA FOR NOVEMBER 18, 2025, AT 5:30 P.M.

ATTENTION:
• The Board may add additional items to this agenda.
• Affirmative action on any item includes authorization of the Chairman's or designee's signature on all associated documents.
• Individual speakers from the audience will be allowed three (3) minutes to speak following recognition by the Chairman and must speak from the podium. Speakers may only make one (1) trip to the podium to address concerns regarding all items on the consent agenda. (Filling out of Comment Card required, and forward to Chairman or County Administrator.)
• Groups or factions representing a position on a proposition or issues are required to select a single representative or spokesperson. The designated representative shall identify the group or faction which (s)he represents and the issues on which (s)he is going to speak. After identification of the group and issues, the Chairman shall ask those at the meeting to raise their hands if (1) they are a member of the group or faction and (2) they wish the designated representative to speak on behalf of the group or faction. A minimum of two members of the audience (not including the designated speaker) must raise their hand at the call of the Chairman. If enough people do not raise their hands, the designated speaker shall be limited to the speaking time allowed to individuals. If the requisite number of people raise their hands, the designated speaker will be allowed to speak for seven (7) minutes following recognition by the Chairman and must speak from the podium. 4. Presentation of a Resolution recognizing Terry Donnell Gwinn, 9his contributions to Suwannee County and Florida Agriculture. (Chairman Land)
CONSENT:
5. Approval of payment of processed invoices.
6. Acceptance of and authorize County Administrator to execute the Florida Assistance to Firefighters Grant #FM1057 in the amount of $59,100 that was awarded for three (3) Hurst extrication tools. Budget impact: shipping cost of $350.00, budgeted funds.
7. Acceptance of and authorize County Administrator to execute the Florida Assistance to Firefighters Grant #FM1051 in the amount of $21,000 that was awarded for an air pack decontamination machine. Budget impact: budgeted item; 25% match in the amount of $7,000, approved by the Board during the August 19, 2025, meeting, and shipping cost of $1,000.
8. Approval of Proposal from Locklear & Associates to provide engineering and architectural services for the McAlpin Fire Station. Budget impact: $315,000 is budgeted.
9. Approval of and ratification of the amendment to Suwannee County Agreement No. 2025-65 with Cherry Bekaert, increasing the total funding for Phase 1 due to the expanded scope and delays in receiving information. Budget impact: $15,000 to be paid from the Board Professional Services line.
10. Approval of and authorize County Administrator to execute Amendment 1 to the Florida Capital Projects Fund Agreement BB221- Douglass Center Multipurpose Community Facility, adding additional funding in the amount of $325,000.
11. Approval of and authorize County Administrator to execute Amendment 1 to the Florida Capital Projects Fund Grant Agreement BB222 – South County Multipurpose Community Facility, adding additional funding in the amount of $1,383,806.
12. Approval of and authorize County Administrator to execute Amendment 1 to the Florida Capital Projects Fund Grant Agreement BB223 – John Hale Park Multipurpose Community Facility, adding additional funding in the amount of $300,000.
13. Approval of amendment to Suwannee County Agreement No. 2025-85, Design Build Agreement with Gray Construction Services to build the Douglass African American Cultural Center, pending County Attorney review. Budget impact: none; budgeted funds from the County Facility Maintenance budget line 001-1930-519-6200-01 will cover the increased construction contract price.
14. Approval of amendment to Suwannee County Agreement No. 2025-83 Design Build Agreement with Gray Construction Services to build the South County Community Center, pending County
Attorney review. Budget impact: none; the $121,778 increase in contract price will be covered by grant funds.
15. Approval of amendment to Suwannee County Agreement No. 2025-84 Design Build Agreement with Gray Construction Services to build the John Hale Park Community Center, pending County Attorney review. Budget impact: None, the $780,247 increased contract price will be covered with grant funds.
16. Approval of Amendment to Suwannee County Agreement No. 2025-52 with Silverstar Landscape, LLC to include litter-pickup twice during off-season (December through March), totaling $63,800. Budgeted item.
17. Approval of and authorize County Administrator to execute an amendment to Suwannee County Agreement No. 2025-23 with Locklear & Associates, adding additional options to the resurfacing design of CR250 from 193rd Road to SR51 due to a shortfall in funding. Budget impact: $54,750 to be paid by FDOT.
18. Authorization to enter into a five-year Lease to Own Agreement with Ring Investments for a Caterpillar 265 Compact Track Loader utilizing Sheriff's Association Contract #FSA23-EQU21.0 for the Road Department and authorize the County Administrator to execute the lease agreement, pending County Attorney review. Budget impact: annual cost of $18,283.24. This is a budgeted item, funds to be transferred from 140-4110-541-6200-08 Road Projects TBD as stated in the Budget Workshop.
19. Authorization to enter into a five-year Lease to Own Agreement with Ring Investments for a Caterpillar 313 GC Hydraulic Excavator Loader utilizing Sheriff's Association Contract #FSA23-EQU21.0 for the Road Department and authorize the County Administrator to execute the lease agreement, pending County Attorney review. Budgeted item, annual payment of $27,239.07.
20. Authorization to enter into a five-year Lease to Own Agreement with Ring Investments for a Caterpillar 336 Long Stick Hydraulic Excavator Loader utilizing Sheriff's Association Contract #FSA23-EQU21.0 for the Road Department and authorize the County Administrator to execute the lease agreement, pending County Attorney review. Budgeted item, annual cost of $77,865.99.
21. Renewal of UAV/Drone liability coverage without terrorism coverage for Fiscal Year 2025/2026 with Old Republic Insurance Group. Budget impact: $4,170 is budgeted.
22. Renewal of Suwannee County Behavioral Health Transportation Plan.
